Whilst I tend to agree with both statements (I often see the mentioned queues even when flying within Schengen i.e. as soon as clearing security through CDE and heading to either Polonez or Fantazja when flying AZ/AF/KL), I must admit I have never been stuck for more than 10 minutes - I actually think that the current [border] layout makes things look much worse than they actually are. That said, the fact that a large number of non-EU passport holders 'decide to' join the wrong queue can only add to misery as they are later re-addressed to the correct queue.
