I read a similar issue in a CX thread where passengers are connecting AA to CX in T2.

I have a flight arriving in PVG on TG and departing PVG on AC and I think there is a good chance that TG won't tag my bag all the way through because of PVG's passenger-unfriendly international transit procedure.
I did BKK - PVG (TG) - YVR 2 weeks ago.
At BKK they told me that they cannot tag through PVG (but they can for PEK)
At PVG I tried the international transfer desks . They asked me which airline and when I said AC they told me to go through immigration.
Good luck.

I am happy I had an APEC card, I was able to cut the immigration lines both times and the transfer took about 30 minutes. If you have to wait in line it would likely take 60-90 minutes
