If the business would not have spent more than £1,500 on a perfectly adequate ticket, what would be the rationale for allowing the employee to claim for a £2,500 Y class ticket, or even for a £2,250 business class ticket on a capped basis?
I agree, but I will also say that in this case the data source should remain the same. There are base fares published for nonflexible economy tickets purchased for time interval X-Y with an advance booking of Z days (should be 28 if you don't want to pay too much!)
