Maybe I'm overthinking things, but the US domestic planes tend to be significantly smaller than planes used for transatlantic flights. Overhead compartments on Boeing 777 are so massive that sometimes I think you could fit a whole checked bag.... So there goes part of the reason why the transatlantic flights tend to have more space in overhead compartments
