I called Chase today and was able to upgrade from my current card (IHG Select) to the new card (IHG Premier) without issue. It's called a "product change" and is not a new application and does not affect your credit. Therefore you are not eligible for the 80,000 point sign-up bonus, but the $89 annual fee is waived for the first year. It was a very easy phone call and took less than 5 minutes. Just call the number on the back of your IHG card.
