I think my point is that Concur does not have to be considered a third-party program that is not qualified for points, but the conversation here is someone can get the points. I think it is fair to try to and get the points from the "person staying" basis. I agree that master billing or some sort of central billing may preclude such options, but except for larger group events, I don't know how common that type of master point collection occurs.
