Not sure I buy that. The only "other situations" are the accommodations of certain disabilities in bulkhead seats and on many aircraft, particularly narrow-bodies, they have no choice. When there are non-C+ seats that are bulkhead (e.g., 27 CDFG on the A333, probably the rear coach bulkhead on some 757s),
those will be used for the accommodations, not C+ seats.
