That I don't know. I just have two datapoints: orders from iHerb delivered by SF Express are genuinely free at the point of delivery; local deliveries from an international forwarder that I use (ShopEasy Logistics) from Mongkok to the mid-levels involve a fee both to ShopEasy (in advance) and to SF Express (on delivery).
