Part of the issue is that there is an implied 2 hour connection instead of the actual Minimum Connection Time in many cases. The other factor is that BA's mileage works best on AA for point to point trips, and not so well on connections, compared to AA. See the Sticky on the front page, Your Guide to Using Avios. Otherwise yes, if you find MileSAAver availability that should be bookable via a BA agent, and there should not be a booking fee for this since some connections do show up.
