I asked in the local Apple shop and they confirmed that you can't block access to specific IP addresses or view all network activity. I said if I jailbroke the phone then I could do that with an app from the Cydia store so it's not impossible. They said they didn't think there were any apps to do this because of Apple policy and suggested that I send feedback if unhappy.
