If I'm understanding you correctly, the crux of your compliant is that Delta appears to be giving Comfort+ seats to seemingly random, non-elite people? I'm really not sure how you could possibly know this given that there are lots of reasons people are awaiting a seat assignment besides having purchased an E fare. For example, they could be standing by for the flight. At any rate, with the Comfort+ upgrade list, I'm guessing the vast majority of Comfort+ upgrades do actually go to elites except for middle seats which almost no elite wants.
You selected Basic Economy knowing that you would not be entitled to upgrades, let alone advanced seat selection. You got what you expected. What's the problem?
