There was a great flight GOI-DOH-LAX that is not available at all on miles, neither will they entertain a partner like Jet Airways to get you there.

Not all flights are available as awards.
QR has to make awards available to AA, BA, CX, UR, QF, S7 and other ff partners. AA does not make the choice.
Is GOI-DOH and DOH-LAX available as 2 separate awards?
For AA awards you need a published fare for the route.
