I don't see anything here saying this is for EU flights only. I think TK applies the rules in their entire network.
So, I can't say OP can definitely get compensation. But there is no harm in trying. Just submit a request for compensation.

Thank you for posting the link, that’s a MUCH neater summary of the Turkish transport ministry regulations that apply to all their flights. TK still are on the hook for EU compensation for flights ex EU, but they are quiet about it.
It confirms what I said: compensation only possible in cases of cancellation or overbooking, but not for delays or missed connections.
