Wal-Mart GC -> $ by State
Apparently the laws vary from state to state.

1. We already know that it's legal in California

2. I walked into my local WM in NYS. Was told can't do MO, etc. must cash out. They are required by law to do so. Their wording. NY is a "GO".

So that's two states. What's the scoop on the other 48?
