It is very unlikely you will be charged. They submitted the charge, it was declined by your bank. They can't re-submit it again. This was likely due to malformed transaction data in their apparently out-of-date terminals.
Airlines always assume a percentage of declined transactions for BoB.

Oh, one more data point, we were over Chatham-Kent, Ontario at the time of the charge, and I had GPS lock. Perhaps that triggered some fraud detection with the card issuer?
That information is not part of a contactless transaction in any way.
