Not necessarily. At YVR for example, aprons are completely uncontrolled. ATC uses the term "at pilot's discretion" and will provide a warning "watch for company taxing behind you" or perhaps go so far as a suggestion "suggest you push to the east bypass line after the Jazz tow passes", but will stop short of an actual instruction.

Ramp areas are controlled by ramp controllers who usually work for the airlines or the airport, they are not considered ATC.
