Restore from backups aren't magic and instantaneous. Needing to restore from backups will almost always, by definition, cause a disruption.
Airlines have backup planes in case of mechanical problems. That doesn't mean every flight will still leave on time after MX because there are backups.

Is that like Yogi Berra saying "nobody goes there anymore, it's too crowded"? It's most-targeted because it's the most-used. So yes, it's used a lot.
And yes, many ATM's still run a version of Wndows XP (embedded), which has roots back to 2001.
