Just as a follow-up: I went over to talk to a CU director in person this morning.This particular CU uses a third-party risk tracking firm, and acts upon its recommendations. As she was rattling off countries where transactions were prohibited, I heard Brazil, Argentina, and the Netherlands (which really surprised me), in addition to Japan. So, I think their threshold for applying the restrictions is rather low. I can't fathom thinking that an ATM card wouldn't work in any of those, particularly a Western European country.
