It makes little sense to build a lounge in a terminal that may be replaced in a few years. That said, UA needs to figure out whether it's going to work with MWAA/IAD to develop a new terminal and, if not (or not soon), then build the Polaris Lounge for the next 10 years.
There are no plans to build a new terminal - the idea has been a non starter for management. IAD is already one of the costlier hubs for UA.
UA is doing a large renovation of staff spaces in the C/D concourses. The plans for the PL were waiting on airport approval, last I heard.
