While I agree with those ideas, there is no incentive for the customer friendly initiatives you are suggesting. The absence of such initiatives is also NOT proof of misconduct. Absent that proof, it is just suspicion. The scam you are describing could be happening but it also may not be.
As for lighting conditions, the garage car rental agency used in FRA, as an example, is the airport garage where private cars are parked. AFAIK, it's not like the agencies are making the rental floors dimmer than conditions on the other garage floors. Hertz Dusseldorf Hbf is also a general use parking garage. Same as Sixt Martim hotel at DUS. The car rental tower at DUS is open air so it's pretty bright during the day.
