So IG (Meridiana) is not a oneworld carrier. [There is speculation they may join, but let me leave that aside.] IG participates in the oneworld global explorer fares, but not the xONEx product. These are two different products:

The oneworld explorer fare is the xONEx product. It is restricted by number of continents, and is limited to oneworld carriers.

The oneworld global explorer fare is the xGLOBx product. It is restricted by mileage. It allows travel on certain non-oneworld carriers who are loosely affiliated with oneworld members, such as IG.

IG seem to have been left out of the loop when oneworld pulled their fares. You might succeed in getting a ticket issued under an IG fare, but good luck. I bet no one has ever bought an IG CAICAI fare ever. And since it requires manual ticketing, it is bound to raise eyebrows. Still, stranger things have happened: I'd be interested to hear if you manage it.

As for QR, I think that is simply an oversight. Again, maybe it can be issued, but I wouldn't rely on it.
