I also had a AC GA/FA remove a pax from a J seat after boarding because I assume she was too drunk. I was not near enough but given her loud voice, swaying and other stuff, my assumption was she was drunk or over medicated.
If apparent, GA's with Manager/Supervisor intervention can refuse, and the info is relayed to the operating Crew. Again -- in my experience, this has been a very rare occurrence.

There have been scenarios where the gate agent has asked the I/C to make a determination and the Customer's boarding/carriage is provisional on no alcohol being served on board. Again -- rare.
