The In-Charge and the Captain have the authority and responsibility to deny boarding to a Customer who appears impaired by alcohol - if it is detected or apparent upon boarding. It can be brought to the attention of either party by another employee or a Customer. In all honesty, it has become a very rare occurrence, and drinking patterns have vastly changed over the years. Obviously once airborne, the situation is collectively managed by the Crew on board.
