Just to add tax has nothing to do with it. Even on an exUK flight the higher rate of APD is already payable for WTP, so going from WTP to CW there is no additional tax to pay and any additional cash is mostly extra carrier surcharge. Here is an example:
AMS-LHR-JFK short haul ET, long haul WTP
Security Service Charge - Netherlands EUR 10.88
Passenger Service Charge - Netherlands EUR 12.43
Passenger Service Charge - United Kingdom EUR 55.46
Customs User Fee - USA EUR 4.60
Transportation Tax(Departure) - USA EUR 14.90
Transportation Tax(Arrival) - USA EUR 14.90
Animal & Plant Health User Fee (Aphis) - USA EUR 3.23
Immigration User Fee - USA EUR 5.70
Passenger Civil Aviation Security Service Fee - USA EUR 4.56
Passenger Facility Charge EUR 3.67
Carrier imposed charge EUR 204.00
AMS-LHR-JFK short haul CE, long haul CW
Security Service Charge - Netherlands EUR 10.88
Passenger Service Charge - Netherlands EUR 12.43
Passenger Service Charge - United Kingdom EUR 55.46
Customs User Fee - USA EUR 4.60
Transportation Tax(Departure) - USA EUR 14.90
Transportation Tax(Arrival) - USA EUR 14.90
Animal & Plant Health User Fee (Aphis) - USA EUR 3.23
Immigration User Fee - USA EUR 5.70
Passenger Civil Aviation Security Service Fee - USA EUR 4.56
Passenger Facility Charge EUR 3.67
Carrier imposed charge EUR 459.00
Looks like roughly EUR 255 per person uplift in carrier surcharge going from W to J so the figure you have been quoted appears to be correct.
