Not all trains have first class accommodation. As you say, even if you have a first class ticket you'd still just be sitting in standard on those trains. You don't have to pay to reserve seats on UK trains. You do have to pay a supplement for a Sleeper berth.
The price is the price. The price of a BritRail pass is heavily discounted as it is targeted at tourists.
