Outside the EU there is no scheme for getting compensation for delay. EU Reg. 261/04 does not apply in your situation as CX is not an EU carrier and your flights are not FROM EU.
Just for the record and info, and not directly relevant to this case, there is one other country I know of that has flight delay compensation - Israel. I understand its quite similar in intent to the EU law although I'm not aware of the detail. Worth noting here as CX does fly to TLV.
