Because the definition of groin does NOT include the perineum where the female genitalia is contained.
Here's the anatomical definition of the groin:
"In human
anatomy, the
groin (the adjective is
inguinal, as in
inguinal canal) is the junctional area (also known as the
inguinal region) between the abdomen and the thigh on either side of the pubic bone."
Knowing that the TSA is afraid of the word "genitals", I would bet that they have expanded their definition of "groin area" to include the perineum.
