On this topic, I cannot help but think: "If there are any serious risks involved in using mobile phones in non-airplane mode during take off and landing (at least?), why is the enforcement so relaxed?".

I'm not saying that there are not risks involved, just curious why it's really left to the individual passenger to comply.
