(a) luggage occasionally doesn't immediately get where it's supposed to go. It happens. We all know it happens. Does AA do it deliberately? I don't think so. Should anyone get compensation just becase their bag got delayed? No.
(b) as others have pointed out, if you have stuff that is absolutely critical that you have on arrival - don't check it.
(c) please remember that "your compensation" is my "increased fare"
