I would call Avis I found the UK office ok to deal with I am guessing you are being hit with the within 14 days of booking charges If you make changes further out I believe it is far more reasonable, Sometimes BA end up quoting you a cancel this booking and rebook on a new booking price which is how sometimes it can be very high
