I can only go by my own experiences. All of my VX F flights (12 segments in the past year) except one have been in row 2 and I have always stored my bag under the row 1 seat. As I said, as recently as two days ago on Saturday when I was in 2C and husband was in 2A. Both of us used the space under row 1 for our bags.
