And it's true that they basically don't participate in anything that Avis does elsewhere. Halcro rents use of the Avis name because it brings him business, but otherwise, he wants nothing to do with Avis's procedures and policies. Unfortunately, Avis really has no ammunition against him: it's one of the oldest franchise agreements on Avis's books, having been signed in 1955, and as such it is unreasonably generous to the franchisee. Avis corporate effectively has zero oversight over or recourse against anything the Alaska locations do.
This (which I noticed a couple of days ago) might be the most egregious example of Avis Alaska's

-ness I've seen to date--warranting a direct mention on the TopCashBack portal:
