Yes, Avis in Anchorage is owned by a local company and they pay franchise fees to AvisBudget Group to use their name, reservation system, etc. There are examples all over the place of situations where Avis Anchorage doesn't participate in various programs that Avis corporate does and they can be difficult to deal with in some cases.
