I know it is a domestic arrivals case in the US, but I don't know if it is all airports. I have never seen this in other countries on domestic arrivals

In theory luggage could be taken by strangers in the secure area as well And there are a fair amount of stories about people taking the wrong suitcase. Though that is usually more absent minded than ill intended.
