The Pullman will almost certainly offer more, even if the Mercure renovation is done well, but as always with large cities hotel choice should be driven -- or at least greatly influenced -- by location. What do you want to do and see in Tokyo?

The Mercure location works well for us. We'll probably stay again for that reason as well as trying the Pullman at some point.
