Do they insist on pouring because they wants tips or is it just part of the service culture?

I checked out the website for the hotel as well as Trip Advisor. It looks as if renovations may be underway because there are photos of a new antrium as well as rooms that look updated. Meanwhile, other spaces look like they haven't been decorated or renovated in probably 7-8 years.

The Fairfield Inn looks really, really nice too.
