How long ago did you buy your policy? Because that's not the case currently.
If you try running some dummy itineraries through Expedia, you'll see that
the current Expedia TravelGuard "travel protection" policy covers the entire "Trip": "a period of travel away from home to a Destination outside the Insured's City of residence".
It covers all 'components' of the trip: "'Trip Cost' means the dollar amount of Trip payments or deposits paid by the Insured prior to the Insured's Trip Departure Date..." and covers the entire 'Trip Cost' up to $100,000 or $125,000.
As for changes to itinerary -- as it true of most low- or mid-level policies, changes are not covered, unless they are due to specifically listed reasons, and then only for specific purposes (like rejoining a departed trip or returning home early).
To be clear, though, I'm not suggesting this is a good policy to choose. There are much better policies available separately, and credit card benefits that can provide many of the same protections. There are also better insurers than TravelGuard with better customer experience reviews. But I did want to clarify that it is a full-fledged travel insurance policy.
