Non-TCCA certified MROs, you'll say, perhaps, but as surely the #1 customer for those TCCA-certified MROs, one would have expected AC to be able to get those MROs to get themselves lined up for AC's delivery schedule.
The 7M8 pilot training program is now unable to keep pace with aircraft delivery. So it makes sense to begin these modifications now when they're grounded anyway due to too few pilots. Months earlier when pilot training had outpaced delivery it was important to get them flying right away. Wasn't this the plan from the beginning?
