You would have preferred that AC take delivery of the aircraft and then just park them until the STC holder for the Wi-Fi instalation has the hangar space, time, resources and personnel available to perform the installation of the Wi-Fi equipment?

It's not like Canada is rife with MRO's that have paid the money to TCCA, invested in the people, resources and IP to become STC holders for GoGo Ku band Wi-Fi installation for 737 Max aircraft.
