At the bottom of their page it says it is a penalty aka presumably extra money and "Re-issue/Refund may be applied separately." Instead of guessing here, just try asking their customer service center. BUT you should probably know the fare class of the ticket as they'll be digging through the T&C anyway (which you could also do if you have time to be very technical haha).
