Zagreb's lounge is airport-operated. It's upstairs and has beer and wine and limited snacks.

The agent checked my ticket, but IIRC I was flying to Dalmatia on a coach-only aircraft. (I had flown from the States in business in BA, but the Croatia Airlines ticket didn't indicate that)
