The trip had the scam hallmarks of: (a) piece of paper/receipt hanging from the meter box and blocking view of the amount on the meter, and (b) driver pulling up half a block away from the hotel and claiming he couldn't get any closer and I should walk across the street (thus preventing the passenger from seeking assistance from hotel doorman/bellman on arrival)
