Nothing in those terms says the room rate is excluded. There is a room rate exclusion on the $100 property credit, but that's a separate benefit. Perhaps the phone rep got the two confused. I would hang up and call again.
The terms say that all incidentals must be charged to the room and paid for on checkout to qualify as a resort purchase. Since the room rate was advanced purchase it was not paid for on checkout, so that is likely why the charges will not be reimbursed.
I’ve had no problem with the reimbursement of the room rate for a regular booking paid for on checkout.
