Yeah, many years ago on my first trip to China I took a gypsy cab from Beijing airport because I didn't have name of hotel written down and when a dude approached me in terminal speaking English saying he was a taxi driver I was relieved. Then he walked me to his "taxi" which was parked in the parking garage and another guy was inside it and they were both going to take me to the hotel. I was at least smart enough to veto that.

Went with only the driver, rigged meter. The trip had the scam hallmarks of: (a) piece of paper/receipt hanging from the meter box and blocking view of the amount on the meter, and (b) driver pulling up half a block away from the hotel and claiming he couldn't get any closer and I should walk across the street (thus preventing the passenger from seeking assistance from hotel doorman/bellman on arrival)
