American's phone agents have done a good job handling these transactions, but it seems like a waste of AA's time and that of passengers to have to mail vouchers to Pensacola and wait for the ticketing to be finalized.
Even United give you a balance you can use online. When I was VDB'd they gave me a voucher with a coupon code (and maybe a password) that acted as an e-gift card. Much more efficient.
