Not entirely true. I have a few datapoints in the past week where I've purchased from ExploreTrip, and I've seen both upgrade offers for MCS and First at check-in. I'm not sure if this is anything new, or simply the way that the OTA pushes the ticket to VX, but in any event the tickets were definitely not purchased on VX.com yet showed the offer.
