In theory, yes.

Without an APEC card the longest queue I've ever had at PVG was around 60-70 minutes (it was a shocker). Baggage was already waiting by that time. With APEC will be much quicker although you mught have to wait 20-30 mins for your bags to come out.

If your QF flight is significantly delayed you might run into problems, but you'd need that delay to be around 2 hours or more.
