Block times are actually used by the airline, not airport. It's generally defined as the amount of time the aircraft is moving under it's own power from gate to gate (includes taxiing). Or also the time the aircraft starts moving under it's own power to the time the aircraft stops moving under it's own power. It's recorded by an aircraft's on board computer called an ACARS.
