Does anyone know what typically applies for compensation when there are weather delays (flight turned back after an aborted landing, expecting to arrive 16h late)?

I'm only out a couple of extra Uber rides to the airport, but I have to wonder since they gave me 150 WestJet Dollars last month, completely unsolicited, for putting me on a different aircraft that left at the same time!
