Most of the cold aircraft problems are caused by airport noise regulations not penny pinching.Most European airports will not permit the apu to be lit until 15 minutes before scheduled departure time. The ground heating hardly ever works, and 15 mins is not enough time to warm the cabin with the apu.

Spare a thought for the crew who have to get onboard 30 minutes before you and freeze.
